The PlanSmart Ready to Rebuild web application is an automated planning tool for disaster rehabilitation and recovery developed by the Department of Science and Technology-Philippine Institute of Volcanology and Seismology (DOST-PHIVOLCS) in collaboration with the National Disaster Risk Reduction and Management Council (NDRRMC), Office of Civil Defense (OCD), and the World Bank.

The app is envisioned to revolutionize the disaster risk reduction and management (DRRM) planning processes in the country, helping the government to efficiently plan for disasters, work smarter, and rebuild faster. The Web Application was developed in 2022 and was launched on September 14, 2022.

PlanSmart Ready to Rebuild is first of a series of PlanSmart tools that will be developed by DOST. It leverages the GeoRiskPH Integrated Platform and the Ready to Rebuild Program of the NDRRMC-OCD. It can systematically generate a Rehabilitation and Recovery Plan using science-based data, GeoRiskPH calculation tools, and putting results in a pro-forma planning document template.

The PlanSmart Ready to Rebuild planning tool is aimed at supporting local government units (LGUs) in formulating a comprehensive Rehabilitation and Recovery Plan faster which will help them improve decision-making and planning for pre- and post-disaster events.


The web application is designed for national and local governments, including decision-makers and technical staff–planners, DRRM officers, data managers, and budget officers. Ultimately, the local communities and residents will benefit from this initiative, especially the poor and the most vulnerable from disaster risks and impacts.

Regional Trainings conducted:


1. National Capital Region, November 23–25, 2022

Local government units (LGU) from the National Capital Region (NCR), Department of the Interior and Local Government (DILG), Metropolitan Manila Development Authority (MMDA), and the Office of Civil Defense (OCD) completed the PlanSmart Ready to Rebuild Regional Training held at Joy~Nostalg Hotel and Suites in Pasig City from November 23-25, 2022. The capacity-building activity was attended by around 70 LGU officers and technical staff working on disaster risk management, planning, and database management and by technical officers from MMDA, DILG, and OCD.


2. Central Visayas, February 21–23, 2023

A total of 123 participants representing 36 local government units (LGUs) from Region VII and five regional offices of national government agencies (NGAs) completed the PlanSmart Ready to Rebuild Regional Training rollout for Region VII held last February 21-23 at Bai Hotel in Mandaue City, Cebu. Region VII was severely affected by Super Typhoon Odette in 2021 and has caused massive damage to the region’s productive and infrastructure sectors. Central Visayas LGUs have started to build back from this disaster, but there is a need to continuously improve the capacities of local governments as they implement strategies for disaster rehabilitation and recovery.

Office of the Civil Defense (OCD) Regional Director for Region VII Segundo S. Bolo welcomed the participants to the three-day training noting that, “Being the front liners in addressing the impacts of disasters, there is a need to increase the capacity of local government units to manage the effects of disasters and build back better.”


3. CARAGA and BARMM, March 28–30, 2023

More than 133 participants, representing 37 local government units (LGUs) and national government agencies (NGAs) from the Caraga Region and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), joined the PlanSmart Ready to Rebuild Regional Training held at the Almont Inland Resort in Butuan City, March 28 - 30, 2023..

Caraga Region and BARMM are one of the most affected regions by Super Typhoon Odette in 2021 and Typhoon Paeng in 2022. The PlanSmart Ready to Rebuild regional training is expected to provide further support to the disaster-affected LGUs to recover better from these major events.”


4. CALABARZON and BARMM, April 25–27, 2023

About 130 participants from 39 LGUs in CALABARZON and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) joined the PlanSmart Ready to Rebuild Regional Training held on April 25-27 at the Taal Vista Hotel, Tagaytay City. PlanSmart Ready to Rebuild Training proved to be essential for CALABARZON and BARMM regions as both contended with severe typhoons and other disasters. Typhoon Paeng in 2022 caused widespread flooding and affected at least over 1 million individuals each for CALABARZON and BARMM. In 2020, the Taal Volcano eruption affected over 500,000 people in CALABARZON and caused approximately PhP 3.4 billion in damage to infrastructure and agriculture. The region also suffered from the impacts of the recent oil spill that originated in Oriental Mindoro disrupting 7,740 people from Batangas City.

PlanSmart Ready to Rebuild Capacity Building Program

The capacity building program is designed for local governments (provinces, cities, and municipalities) particularly their DRRM officers, planning officers, data managers, and other technical staff involved in disaster rehabilitation and recovery programs.

Objectives

  • To increase capacity of the local governments to gather and assess baseline data using GeoRiskPH (GeoMapperPH)
  • To emphasize the value of establishing database/science-based data in LGU planning and programming)
  • To create building footprints and/or point data with household information and local administrative boundaries
  • To enable local governments to develop Rehabilitation and Recovery Plans using PlanSmart app)

Participants

The pilot LGUs will include graduates of the R2R Program, those that have existing GeoRiskPH Memorandum of Agreement with DOST, and those from those that are most vulnerable to climate change and disasters as identified by the Cabinet Cluster on Climate Change Adaptation, Mitigation, and Disaster Risk Reduction.

For its pilot run, the program would train a total of 137 local governments and more than 400 individual participants from the following regions:

  • National Capital Region (NCR)
  • CALABARZON (Region IV-A)
  • Bicol Region (Region V)
  • Central Visayas (Region VII) and
  • CARAGA (Region XIII)

Structure/Design

The capacity building program will be delivered using a mixed method approach with adult learning principles of an experiential learning cycle. The sessions will also be guided using the LEARN, PRACTICE, and REMEMBER method to track the learning cycle and progress of the participants.

Participants will undergo a half-day pre-training orientation via Zoom to understand the training design and prepare their pre-disaster baseline data which will be used during their scheduled in-person training.

The in-person training will run for three days. This will be divided into three modules that are further divided into 16 sessions. The modules cover the following topics:

  • Module 1: Introduction to Disaster Rehabilitation and Recovery
  • Module 2: Baseline Data Collection and Management
  • Module 3: Formulation of Disaster Rehabilitation and Recovery Program
